The government is developing the country's roads, railways and airports under the Infrastructure and Environment Operational program 2014-2020. The government plans to invest PLN500.0 billion (US$134.0 billion) to develop the country's transport infrastructure by 2020. However, reflecting its weak financial position, the government is seeking financial help from international financial organizations. The government aims to expand and build a road network to reduce travel time by 15.0% in major cities. Accordingly, in 2014, it launched the National Road Construction program 2014-2023 with an expected investment of PLN107.0 billion (US$28.7 billion). Under the Digital Poland program 2014-2020, the government aims to provide internet access to all citizens by 2020. Accordingly, the government has allocated PLN9.1 billion (US$2.4 billion) to develop and modernize digital infrastructure to facilitate a speed of 30.0Mbps by 2020. The government aims to reduce CO2 emissions by 40.0% by 2020, to meet the EU's climate target. Consequently, it aims to increase the share of renewables in the country's energy mix, from 12.4% in 2014 to 15.0% by 2020. However, demand for renewables is very low as they are seen as expensive. To provide renewable energy at an economical rate, the government passed a bill in 2014 to provide subsidies to renewable energy consumers, and plans to spend PLN7.5-11.5 billion (US$2.5-3.8 billion) in this area until 2020.
