Synopsis
Construction activity in Belarus was weak in 2015 following the economic recession which resulted in a deteriorating business environment. Poor investor confidence reduced the infrastructure construction activities in the country. Consequently, the country’s construction industry contracted by 9.1% in real terms that year.

The industry’s value is expected to pick up over the forecast period (2016–2020), with investments in public infrastructure, energy, commercial and industrial projects, and improvement in consumer and investor confidence. 

Programs such as the state road building program, through which the government aims to develop road infrastructure, will support growth in the industry over the forecast period. 

The probable persistence of the economic recession throughout 2016 is, however, expected to challenge the country’s construction industry over the forecast period. The Belarusian economy is expected to experience a gradual recovery from the recessionary phase in 2017.

The industry’s output value in real terms is expected to rise at a compound annual growth rate (CAGR) of 3.22% over the forecast period, up from -3.50% during the review period (2011–2015).

Key Highlights
• With robust and modern infrastructure vital to economic growth and competitiveness, the Belarusian government is focusing on infrastructure development. Consequently, the government is planning to invest BYR90.8 trillion (US$5.0 billion) under the state road building program to develop the country’s road infrastructure by 2017.

• To reduce power production costs and the country’s reliance on imported energy, and diversify energy resources, the government is focusing on developing nuclear energy sources, which will boost the country’s construction industry and economy. The government is seeking help from foreign investors to enhance the country’s energy infrastructure. Consequently, the Belarusian government is undertaking the Belarusian Nuclear Power Plant (NPP) project, in collaboration with the Russian government.

• The government is seeking help from foreign private investors to improve the country's education sector. To help the government meet its targets, in September 2015 the World Bank approved a loan of BYR777.2 billion (US$50.0 million) for the new education modernization project.

• The Belarusian tourism ministry implemented the visa-free regime policy for various countries such as Russia, Uzbekistan, Georgia, Kazakhstan, Armenia, Ukraine and Turkey; citizens of these countries no longer require a visa to enter Belarus. Such initiatives will increase construction activity, causing the leisure and hospitality buildings category to expand over the forecast period.

• With an aim to promote energy-efficient housing construction, the government is focusing on the construction of new residential buildings which will comply with the new energy efficiency based construction standards and building designs. Accordingly, the government is investing BYR500.5 billion (US$32.2 million) for the construction of new building units, which will provide a 40.0% reduction in energy consumption when compared to those buildings constructed in line with the existing construction norms and thermal standards, and 70.0% energy reduction when compared to building units constructed prior to 1993.
